Purpose of Request (Item No. 7)

The Toro Company ("Toro") is requesting authority under Section 5.3 of the
Commission's rules for the purpose of conducting (1) experimentation; (2) research;
(3) technical demonstrations at trade shows and prospective customers' locations;
(4) field strength surveys; (5) development of radio technique, equipment,
operational and/or engineering data; and (6) limited market studies.

Toro is continuing to develop new spectrum efficient devices and features for its
FCC-certified radio-controlled irrigation management systems. These development
efforts also are responsive to the Commission's evolving standards for narrow band
technologies as adopted in its "refarming" proceedings.

Toro's irrigation radio frequency systems will be operated at trade shows and other
venues to demonstrate how to automatically and efficiently manage hydraulic and
electrical demands by using a system of modular stations (field satellites) which
respond to narrow band signals from hand-held radios or a central control.

The operation of Toro's E-OSMAC systems as proposed here will contribute to the
development and extension of radio technology to promote efficient use of water and
electricity, enhance reliability and enable effective irrigation management of larger
areas.
