Request for Special Temporary Authority for Demonstration at the International Wireless Communications Expo (IWCE) Experimental File No. 0111-EX-ST-2013 Dear Mr. Knapp: Comsearch, on behalf of Thales USA Inc., (“Thales”) respectfully seeks Experimental Special Temporary Authority (“STA”) from the Federal Communications Commission (“Commission”) to operate in the 700 MHz band public safety spectrum, using the 758-768 MHz for downlink and 788-798 MHz for uplink, to demonstrate Long Term Evolution (“LTE”) equipment at the IWCE conference in Las Vegas, NV on March 11 – 15, 2013. Thales requests authority to operate over the 758-768/788-798 MHz band, which is currently licensed on a nationwide basis to the First Responder Network Authority (“FirstNet”). Purpose: If granted, the experimental license will be used to demonstrate wireless technologies related to the public safety community on the exhibit floor of the Las Vegas Convention Center. Operation will only be conducted indoors during the conference business hours and will be confined to the limits of the Thales booth. The Experimental STA will serve the public interest by providing IWCE attendees with an opportunity to test and receive an introductory knowledge of the potential benefits and capabilities of a Band 14 LTE public safety network. Limited Use of Equipment Exclusively for Demonstration Purposes: This demonstration will not be used in mission-critical operations or in the delivery of live transmissions in duties to protect life, property, or safety. The equipment will include one temporary base station and two omnidirectional antennas along-with a small number of portable units, all operating within the Thales booth for demonstration purposes only. Operation will occur between March 11 – 15, 2013 which will allow time for setup and testing, demonstrations and teardown. STA Disclaimer: Thales understands that this STA will be granted for no more than the duration of the IWCE conference and will not attempt to renew this STA. If additional demonstration time is desired, a new STA request will be submitted.

There were no active public safety licenses granted in the Las Vegas area on frequencies that are co-channel to those proposed in this request. Thales understands that other IWCE exhibitors may be operating on the same spectrum within the Las Vegas Convention Center. Thales will address any interference concerns directly with those exhibitors. For the foregoing reasons, Thales respectfully requests that the Commission grant the requested Experimental STA for the purpose of demonstrating LTE equipment at the IWCE Conference.
