Explanation
Please explain in the area below why an STA is necessary:
An STA is required because a radio trial of customer LoRaWAN gateways is needed in the October 2018 time frame prior to the availability of a grant of certification for the custom LoRaWAN RF gateways (FCC part 27).

Purpose of Operation
Please explain the purpose of operation:  To evaluate the gateways and network software. To ensure the network requirements are met before a decision is made to roll out a large scale network. DISH Networks is conducting a field trial of a LoRaWAN network using custom TEKTELIC gateways operating in the 722-728MHz band. The purpose of the trial is to evaluate the gateways and network software to ensure the network requirements are met before a decision is made to roll out a large scale network. Request: As per previously related STAs, 0693-EX-ST-2018, 1000-EX-ST-2018, 1528-EX-ST-2018, please request that Mobility Division limits the consent request to 700MHz Lower Band E Block Licensees instead of 700MHz Lower Band Licensees (698-746MHz). By limiting consent requests to E block licensees only, this will save us a lot of time and allow us to begin testing at this site sooner.
