Explanation
Please explain in the area below why an STA is necessary:
An STA is required because a radio trial of customer LoRaWAN gateways is continuing in the Q1-Q2 2019 time frame prior to the availability of a grant of certification for the custom LoRaWAN RF gateways (FCC part 27). Formal certification activities and production are planned for Q3 2019. Note: As per previous STA grants 1528-ex-st-2018, 1776-ex-st-2018, please amend consent special condition as follows: applicant must obtain consent from following within 50 miles of the contours of the testing area: 700MHz E block licensees (722-728MHz).

Purpose of Operation
Please explain the purpose of operation:  To evaluate the gateways and network software. to ensure the network requirements are met before a decision is made to roll out a large scale network. DISH Networks is conducting a field trial of a LoRaWAN network using custom TEKTELIC gateways operating in the 722-728MHz band.
