Dear Mr. Caton:

The above referenced application is hereby amended to request the following additional frequency in
addition to those now specified on the present license and requested in the pending modification of
license:

The experimental license currently authorizes the operation of radio communications equipment at 135
MHz aboard the aerostat and on the target boat at sea. This additional frequency requested above is
necessary to permit the utilization of slightly different radio communications equipment in conjunction
with the testing program being conducted by TCOM. This new equipment will be configured and used
in the same manner as presently authorized 135 MHz equipment to provide communication capabilities
between the fixed aerostat site, the target boat at sea, and a participating observation aircraft. Operation
of transmitting equipment aboard the aircraft will be done pursuant to the aircraft‘s FCC license on an
authorized Part 87 aircraft frequency.

All communications radio equipment operated under the experimental license will be FCC type
accepted. The boat based radio will be installed in the craft only when tests are scheduled.

 Operation of the radio communications equipment aboard the tethered aerostat will be limited to a 1
 kilometer radius of the Elizabeth City, North Carolina, coordinates for the experimental station (north
 latitude 36°13°50", west latitude 76°07%50") at an altitude of no greater than 3,000 feet AMSL.
 Operation of the radio communications equipment aboard the target vessel at sea will be limited to a
 70 nautical mile radius from the Elizabeth City, North Carolina station coordinates.
