             the Commission is an Application for Modification of License of
             the above—referenced station.

                  Further enclosed with the application is our check in the
             amount of $45.00 to cover applicable filing fees.

                 The test program for which the modified facilities are
            being requested in this application is due to commence in early
            June, 1995.  Accordingly, the expeditious processing of the

                   On behalf of TCOM, L.P., enclosed for filing with the
              Commission is an original and one (1) copy of an Amendment to
              the above—referenced Application.

                   The Amendment requests an additional 20 KHz channel in the
              136—162 MHz band for purposes of radio communications between
              the tethered aerostat and target boat at sea involved in the
              testing program.

               Dear Mr.       Caton:

                    This will supplement the above—referenced application to
               include the attached exchange of correspondence with the
       r       Personal Communications Industry Association, Frequency
   0           Coordination Services, regarding use of frequencies in the Part
flfig            90 Business Radio Service.  As indicated therein, PCIA, the
               coordinator for the Business Radio Service,                       recommends use of
               the following two frequencies:

                               1.      151.925 MHz

                               2.      151.955 MHz

                    Accordingly, TCOM‘s June 9th Amendment to the above—
               referenced application is hereby supplemented to specify these
               two frequencies at an maximum effective radiated power of 25
               watts.

                    Re:     TCOM, L.P., Application for Modification of
                            Experimental License KB2XPQ

            Dear Mr.       Losee:

                 This letter is written on behalf of TCOM, L.P., to request
            PCIA clearance to the use pursuant to an FCC experimental
            license of a Part 90 Business Radio Service frequency in the
            150—162 MHz band.  This request is made in conjunction with
            TCOM‘s pending application (File No. 4813—EX—ML—95) for
            modification of experimental license, which requests, inter
            alia, the use of such frequency.  It is requested that PCIA
            designate the specific frequency it considers most appropriate
            for the proposed use.

                 The requested 150—162 MHz band frequency will be used in
            conjunction an experimental testing program being conducted by
            TCOM in the Elizabeth City, NC, area involving the testing and
            demonstration of a tethered aerostat radar surveillance system.
            It will be used to provide a simplex voice communications
            circuit between the tethered aerostat and a mobile unit located
            on a sea based target boat or land vehicle, either of which
            will operate within a 70 nautical mile radius from the tethered
            aerostat .

                 The tethered aerostat will operate at an altitude of no
            greater than 3,000 feet AMSL within a one kilometer radius of
            its tethered point (north latitude 36°13‘(50", west latitude
            76°7‘50") . The particulars for operation for the two
            transmitting units are as follows:

                           Standard 25 KHz channel
                           Maximum ERP — 25 watts
                           Emission —   20KOF3E
