October 10, 2018 To Whom It May Concern: This is to certify that: Syniverse Technologies, LLC will deploy radio frequency equipment. The RF experimentation will be conducted by following a strict Test Plan defined and approved by Syniverse Technologies, LLC in a controlled environment. Syniverse Technologies, LLC will have a Project Manager in place to specifically follow the Test Plan, track results, and publish test results. Syniverse Technologies, LLC works closely with the manufacturer of the radio frequency equipment, Ruckus Wireless, and is in constant contact. For the above reasons, I believe Syniverse Technologies, LLC meets the Eligibility criteria for a Special Temporary Authority experimental license as set forth in the Commission Rules.
