Explanation
Please explain in the area below why an STA is necessary:
Syniverse owns a low power (.25 watt) Nokia base station for GSM that operates at 1900 MHz and we would like to obtain and experimental license that will allow us (Syniverse) to operate this base station within our building. Syniverse is the leading provider of wireless roaming and wireless interoperability solutions. We are planning to use this base station for experiments and development of wireless roaming solutions and fraud services associated with GSM SIM Cards. We seek to utilize spectrum in the 1900MHZ PCS band for 1 GSM channel. Our service territory may be about 200 feet.

Purpose of Operation
