The Commission was unable to grant the application based on technical concerns related to tracking the proposed satellites in the application. The FCC granted a later application by Swarm to communicate with the aforementioned satellites for the sole purpose of collecting orbital and tracking data (see File 1140-EX-ST-2018, granted August 24, 2018).
