Hello Doug,

Thank you for your attention on our application and we intend to be prompt in responding to any
questions or concerns you have.

In response to your requests below:

1. Attached is a signed ODAR report and we also uploaded it to the OET application file,
0305-EX-CN-2017. There is a previously uploaded ODAR in the OET application web portal but was not
signed.

2. These satellites have no cameras or any other remote sensing equipment on them. They are only
communication satellites and therefore we do not believe we require a license from NOAA.

3. In a separate email I will attach the Spacecap file for this satellite network. There will be two files, one
is a *.zip file with antenna pattern attachments included and the other is a just the *.mdb file by itself.
Both files will have the file extensions change to *.itu. Please let me know if you do not get the email,
you should already have it. (I have had some problems sending attachments to the Commission via
email). A completed cover letter to the ITU will also be attached in that email.
