Dear Ms. Medley:

         Swarm Technologies Inc. (Swarm) hereby states that it acknowledges that the submission
by the Commission of a new Advance Publication Information (API) notice to the International
Telecommunications Union (ITU) as a result of Swarm’s proposed non-geostationary (NGSO)
satellite system, FCC File No. 0305-EX-CN-2017 will have ITU “cost-recovery” implications
and will also require the listing of Swarm as a new Recognized Operating Agency at the ITU.

        Swarm provided API-related documentation for its proposed experimental satellite
network to the Commission via electronic submission to the OET experimental licensing portal
and anticipates that these materials will be forwarded shortly to the ITU. Swarm understands the
ITU will impose cost-recovery processing fees for the ITU filing and acknowledges its
responsibility to reimburse the Commission for any and all cost-recovery fees associated with
this ITU filing, as well as future filings that may be necessary in connection with the proposed
application.
