Message:

In 2012, Dish Network Corporation ("DISH") closed on its acquisitions of two bankrupt satellite companies
– DBSD Services Limited (New DBSD Satellite Services G.P.,
Debtor-in-Possession) and Gamma Acquisition L.L.C. The resultant FCC S-Band licenses that DISH now
controls are in the bands 2000-2010 MHz, 2010-2020 MHz, 2180-2190 MHz, and 2190-2200 MHz. (See
Reference below).

The downlink frequency requested by SpaceQuest pursuant to its STA application of 2100 MHz is out of
these bands and should not cause unacceptable interference with the DISH frequencies.

Further, DISH has not yet built out its wireless network and the FCC has given them an accelerated
timeline of March 2020 or DISH could lose its licenses. Should DISH implement its network by the FCC
deadline of 2020, SpaceQuest will engage in the future frequency coordination with DISH should any
interference issues arise.
