Explanation
Please explain in the area below why an STA is necessary:
SpaceQuest has no means of downloading its S-Band experimental data as its intended ground station in Esrange, Sweden has incompatible equipment that will take 3-6 months to correct. Emergency temporary authorization is requested until modification of its license can be acted on.

Purpose of Operation
Please explain the purpose of operation:  Emergency downlinking of S-band data to a Fairbanks, AK ground station. Please see Attachment 1.
