                                         Exhibit 1
                             Form 442 File #: 0135-EX-CM-2017

                                    Modification of License

This modification of the FCC Authorization granted to SpaceQuest, Ltd. (0076-EX-ML-2013)
effective July 8, 2013, Call Sign WA2XYM, is for the purpose of adding a new earth station location
in Limestone, Maine to its experimental program and deleting an earth station location in North Las
Vegas, Nevada no longer in use.

In addition, the following points of communication are added or deleted from the license:

Added: AprizeSats 11 and 12 (estimated launch date 1Q2018)

Deleted:      AprizeSats 1, 3, 4, 7; SaudiSats 1-A & 1-B. These satellites are no longer in operation.

Remaining Points of Communication: AprizeSats 2, 5, 6, 8, 9, 10, 11, 12;
LatinSat A & B and SaudiComSats 3-7.

SpaceQuest plans to continue with its on-going experimental program as previously approved. No
interference issues have arisen in connection with the SpaceQuest transmissions.

This application also adds the 2025-2110 MHz uplink frequency band at the Maine Earth Station
which will allow SpaceQuest to provide TT&C support to AprizeSat-11 and AprizeSat-12 for an
experimental mission that will demonstrate and qualify an advanced AIS de-collision algorithm
running on a software defined radio (SDR).

Modifications to the previously approved frequency channels are now expressed in frequency
bands with some changes to the Output Power and ERP data.
