           Dear Ms. Ghavami,

           It has been almost four months now since SpaceQuest
           submitted its application to the FCC to operate experimental
           payloads on board two Saudi amateur radio satellites. | do
           appreciate your assistance in this matter; however, we are
           losing valuable time and a unique opportunity to validate
           the technical! aspects of our future commercial satellite
           data relay system. Without approval of our request for an
           experimental license, we may never know if this technology
           is suitable for operation with the inexpensive earth
           terminals we have developed. There is no way of knowing how
           long the Saudi amateur sateilites will continue to operate
           for us to collect meaningful data.

           SpaceQuest has been developing its low earth orbit satellite
           technology for the last six years. It has complied to the
           best of its ability with all of the FCC rules and
           regulations with regard to experimental licensing and the
           operation of its experimental transmitters.

           Because our situation may be somewhat unusual, I would like
           to request an opportunity to meet with you and others
           involved in this decision, so we can make everyone aware of
           the facts, and answer any questions they may have. A
           face—to—face meeting with all the principals may clear up
           any outstanding issues or concerns, and identify an
           acceptable way for us to proceed with our space research
           program. Authorization to operate these experimental
           payloads is extremely important to our progress, so we need
           to have a decision.

           I am looking forward to meeting you and your colleagues at
           the earliest possible time.
