RE:    Application for New Radio Station Authorization

Dear Mr. Burtle:

         Pursuant to the FCC Rules and Regulations for Experimental Radio Services (47
CFR Part 5), SpaceQuest, Ltd. (the "Company") hereby submits FCC Form 442
Application for a New Radio Station Authorization. This request is in addition to the
Experimental License already granted to the Company on July 28, 1999 (File Number:
0091—EX—PL—1999; Call Sign: WA2XYM) and in no respect is it a replacement of
parameters set forth in the current authorization. Exhibits 1 and 2 set forth the particulars
of this Application.

        The Company respectfully requests, pursuant to the Commussion‘s Rules (47 CFR
Part 0 Subpart C § 0.459), that Exhibits 1 and 2 submitted with FCC Form 442 be treated
as confidential and not be made available for public inspection. The expansion of the
Company‘s program of research and experimentation as detailed in Exhibits 1 and 2
hereto include testing of technology and systems that, if successful, will be
commercialized by the Company to provide next—generation two—way satellite data
communications services plus geographic position determination for the tracking and
monitoring of high—value assets. The Company will also begin limited market studies to
test the viability of certain applications in the marketplace. The technology, methods and
systems that the Company will be testing is Company proprietary and constitute trade
secrets. Due to the highly technical and competitive nature of satellite tracking and
monitoring services as well as the high—cost of technology development that is required to
bring these services to market, we believe that this request for confidentiality is justified
as specified in § 0.459. Disclosure of such information could result in substantial
competitive and financial harm to the Company. Further, the information contained in
Exhibits 1 and 2 is not generally available to the public and has not been disclosed by the

Company to third parties expect on a need—to—know basis pursuant to a Non—Disclosure
Agreement.

        This Application is submitted via U.S. Priority Mail, Return Receipt Requested,
along with Form 159 as instructed by the Office of Engineering and Technology Fee
Filing Guide. Enclosed is credit card payment information for the amount of $100.00
which includes $50.00 for Application processing and an additional amount of $50.00 for
the request to withhold from public inspection. A copy of this Application with all
Exhibits has been forwarded to Mr. Carl Huie of the Experimental Licensing Branch.
