                           Other Particulars – Addition
This modification of the FCC authorization granted to SpaceQuest, Ltd. (0030-EX-ML-
2004) on June 1, 2004, is for the purpose of adding Genesis-1 and Genesis-2 low-Earth
orbit satellites to its experimental program. The estimated launch date for the first
Genesis satellite is 1st Quarter 2006.. The estimated launch date for Genesis-2 is 3rd
Quarter 2006. SpaceQuest will begin transmitting to Genesis-1 on the ground during
system testing in November 2005.

The following are the desired orbital parameters for Genesis-1 and Genesis-2:

The Genesis spacecraft will be launched under an FCC experimental license by Bigelow
Development Aerospace Division (“Bigelow”), a U.S.-owned Nevada corporation,
headquartered in North Las Vegas NV. The experimental satellites will be used to test
the feasibility of an inflatable habitation module in space. Bigelow has worked with
NASA’s Johnson Space Center’s Technology Transfer and Commercialization Office
since 2002 on evaluating and developing next generation inflatable space module
technology. Drawing upon NASA’s TransHab program, Bigelow has continued to
develop and redesign this innovative space technology with the key objective of
significantly reducing costs, thereby advancing its ultimate goal of establishing
affordable habitable space stations that can be commercially exploited for research,
manufacturing, entertainment and other uses. Bigelow has contracted with SpaceQuest
because of SpaceQuest’s expertise in creating innovative low-cost technologies for space.
We believe our participation in this experimental program will advance the development

of the Bigelow project and ultimately contribute to the body of U.S. technological
innovation through the research and development activities of Bigelow.

SpaceQuest is requesting modification of its experimental license pursuant to
SpaceQuest’s contracts with Bigelow under which it will manufacture the Genesis
spacecraft and provide technical assistance to Bigelow’s experimental program. In this
capacity, SpaceQuest will require access to the Genesis spacecraft during integrated
ground testing and immediately after launch using the following uplink frequencies,
which have already been granted to SpaceQuest under its current license:

       145.84 MHz
       145.86 MHz
       145.92 MHz
       145.96 MHz

SpaceQuest is already licensed for the required station locations as follows:

       FIXED:         Fairfax, VA – NL 38-51-36; WL 77-18-30

       MOBILE:        CONUS
