Request to Extend Special Temporary Authority

Space Data Corporation (“Space Data”) requests a 25-day extension of its Special
Temporary Authority (“STA”) to October 31, 2009 to continue to conduct research trials on two
frequencies in Utah. Space Data was granted an STA (call sign WD9XUS, File No. 0150-EX-
ST-2009) on April 7, 2009, which is set to expire October 6, 2009. The initial STA request
includes all of the necessary technical and other information to support the STA request. Other
than the request to extend the STA, all such information provided in the initial STA request is
current and remains unchanged. For the Commission’s convenience, Space Data is attaching all
relevant documents and correspondence that were originally attached to the initial STA request.

As further discussed in the initial STA request, Space Data operates an innovative
balloon-based telecommunications system currently used to provide advanced messaging and
other advanced wireless services. Space Data is conducting research trials to determine whether
the CDMA wireless protocol can operate effectively on Space Data’s network. A short 25-day
extension of the STA will provide Space Data sufficient time to complete its research trials. If
the trials are successful, Space Data would be able to expand its existing operations to include
the CDMA wireless protocol and provide customers with additional service choices.
Accordingly, grant of this extension request serves the public interest.
