Please explain in the area below why an STA is necessary:
SouthernLINC Wireless requests that the Federal Communications Commission grant it an experimental special temporary authority (Experimental STA) for use of 700 MHz D-block spectrum in Birmingham, Alabama, to engage in proof-of-concept testing of Long Term Evolution (LTE) equipment. SouthernLINCs testing will involve utility applications for LTE. The testing under the Experimental STA will involve base station equipment (installed as a temporary platform) positioned in three locations: 4300 Tower Road, Birmingham, AL 35211; 740 Shades Crest Road, Hoover, AL 35244, and 2046 Patton Chapel Road, Birmingham, AL 35216. It will also incorporate an LTE modem that will be operated within approximately 2 miles of each of these three locations. Using this equipment, SouthernLINC Wireless plans to conduct tests to evaluate, in particular, utility-related applications, such as SCADA (Supervisory Control and Data Acquisition), ARMS (Automated Resource Management System), and AMI (Advanced Metering Infrastructure). SouthernLINC Wireless notes that the FCC has previously granted two similar Experimental STAs that are still valid as of the submission of this request to Alcatel-Lucent for two locations in the Birmingham area. SouthernLINC Wireless does not anticipate any conflict between its planned testing and any testing that Alcatel-Lucent may be conducting pursuant to its Experimental STAs. To the extent SouthernLINC Wireless testing schedule should overlap with the term of Alcatel-Lucents STAs, SouthernLINC Wireless will work with Alcatel-Lucent to the extent necessary to avoid any potential interference to either partys test. SouthernLINC Wireless also notes that, since the Alcatel-Lucent request and its own are for experimental purposes, any traffic is of a test nature, and thus there is no potential risk to end users.
