      EXHIBIT NUMBER 1 TO EXPERIMENTAL LICENSE APPLICATION




A Federal Communications Commission (FCC) license is requested to use three (3) Telex Model
BTR-200 base stations within the Owner Controlled Area (inside buildings and outdoors) for plant
outage maintenance operations at the San Onofre Nuclear Generating Station at 5000 Pacific
Coast Highway, San Clemente, California.

The Telex BTR-200 Base Stations have a crystal controlled, fixed, single transmission frequency
of 154.570 MHz.

The Telex BTR-200/TR-200 system described in this license application will be used in
conjunction with the Telex BTR-700/TR-700 and BTR-800/TR-800 systems that were approved
for use at the San Onofre Nuclear Generating Station by Federal Communications Commission
Experimental Radio Station Construction Permit and License File Number 0393-EX-PL-2007, Call
Sign WE2XHI, effective August 8, 2007. Therefore, reports to the FCC for this Telex BTR-
200/TR-200 system will be included with the reports for License File Number 0393-EX-PL-2007,
Call Sign WE2XHI.
