Explanation
Please explain in the area below why an STA is necessary:
This license is for prototype telecommunications equipment being developed in cooperation with the radio spectrum license holder in their geographical coverage area in order to measure real-world performance and prepare for certification activities. A STA is necessary for initial functional and performance testing of the installation in preparation for later regulatory activity.

Purpose of Operation
Please explain the purpose of operation:  Three prototype low-band 5G base stations will be installed on three towers owned by and in cooperation with the regional spectrum license holder. The base station will associate and communicate with a proprietary fixed Consumer Premises Equipment (CPE) device. Range, signal quality, and additional performance indicators will be measured during the duration of the testing in order to finalize product development. Short-term functional and long-term longitudinal testing of equipment will be performed.
