Explanation
Please explain in the area below why an STA is necessary:
SOUTHCOM and the Joint Interagency Task Force South have contracted Sierra Nevada Corporation to conduct high altitude MESH networking tests within the flight plan (attached) over Wisconsin and more specifically, Lake Michigan. Due to the extreme frequency congestion in the area, Sierra Nevada Corporation requests the use of this channel.

Purpose of Operation
Please explain the purpose of operation:  High altitude MESH networking tests over Lake Michigan. Grant of the instant request for STA for 2.3GHz would serve the public interest by enabling Sierra Nevada Corporation to conduct high altitude MESH networking tests over Lake Michigan to provide a persistent surveillance system to locate and deter narcotic trafficking and homeland security threats.
