Please explain in the area below why an STA is necessary:
To support a DARPA program, we would like to perform ground testing near our facility in Salt Lake City. This testing would be over the next 5 months. It would mitigate risk prior to flights

Please explain the purpose of operation:

To perform ground testing The system uses a UHF datalink to connect two pieces of equipment separated by a couple hundred feet. The datalink will operate in the 400-450 MHz band. Preferably on 420.25 and/or 426.5 MHz. The system transmits position information for a GPS navigation program.
