Please explain in the area below why an STA is necessary:
It is necessary for Shine Micro to obtain a Special Temporary Authority from the FCC to allow the operation of RadarPlus SM162B Class B AIS transponders on a large scale to verify US Coast Guard simulations illustrating successful Class B interoperability within a highly populated Class A AIS environment. This is required to fulfill the terms of DHS contract NBCHC050038. Though the international standards governing Class B AIS are not yet published, and therefore the USCG does not yet have regulations by which to administrate Class B use, the Department of Homeland Security is anxious to deploy Class B transponders to verify the USCG simulations as soon as possible. The STA is required to allow for operation in the interim period, not expected to exceed 6 months, between now and final certification.
