Explanation
Please explain in the area below why an STA is necessary:
An STA is needed to measure the air-to-ground propagation loss in high clutter environments. These propagation models are needed for spectrum sharing applications between commercial terrestrial and airborne DoD users. These tests support the public good because they support the development of propagation models that are critical for defense and commercial applications.

Purpose of Operation
Please explain the purpose of operation:  Measurement of the air-to-ground propagation loss of an an instrumentation system in high clutter environments. This system is an instrumentation system that measures that propagation loss from multiple terrestrial-based transmitters to an airborne receiver. There are four, mobile independent transmitters. Each transmitter uses a narrow bandwidth signal (<10 Hz) on a slightly different frequency (several kHz apart) to enable the receiver to distinguish the different signals so that path loss of each path can simultaneously be determined. The receiver is elevated and enables different signal elevations to be measured (1° angle bins for 1-10° , 10° angle bins for 10-60°). The tests will be short duration. Each of the above tests will last for a few days within the time window requested. The tests on each day will last 12 hours or less.
