Explanation
Please explain in the area below why an STA is necessary:
This STA is related to STA call sign WC9XCYC granted in July 2007. SSC is under contract with The Boeing Company and Department of Defense’s DARPA Robust Surface Navigation (RSN) program (prime contract number W15P7T-07-C-P205, subcontract number175934) to develop technology for robust geo-location in in-building and wide-area urban environment where GPS can not be used reliably. The STA is necessary to conduct data collection required for assessment of multi-path propagation frequency and spatial properties and proof–of-concept analysis. SSC needs frequency channels to start a measurement campaign. SSC respectfully requests expedited processing of this application as the measurement campaign needs to start immediately. Because the contract calls for multi-path propagation assessment through the wide frequency range (30 MHz to 3000 MHz), we request the frequency assignments at the multiple frequency bands representatively distributed throughout the spectrum range of interest. The SSC is taking extraordinary steps to insure that no harmful interference results from these short-term experiments.

Purpose of Operation
Please explain the purpose of operation:  Testing and measuring for the assessment of multi-path propagation frequency and spatial properties in in-building and wide area urban environment. The data collected during measurement campaign will be used for the assessment of multi-path propagation frequency and spatial properties in in-building and wide area urban environment in contexts of robust geo-location and navigation. The relevant set of propagation features will be used for the development of multi-path mitigation technology. The collected data will be also used in for proof-of-concept of generated solutions.
