Please explain in the area below why an STA is necessary:
Shared Spectrum Company (SSC) is under contract with the Department of Defense’s DARPA XG program to conduct a series of demonstrations of next generation (XG) cognitive radio technology (contract number FA8750-05-C-0150; contracting agency Air Force Rome Laboratory). This STA is necessary in order to prepare and conduct a major demonstration of XG technology from March 15 to 22, 2007 in conjunction with the U.S. Navy’s Trident Warrior exercise in Norfolk, VA. Starting immediately, it is necessary for SSC engineers to test equipment and take measurements in and around the selected site of the upcoming demonstrations. Although SSC has received separate experimental authority through the Navy for some frequencies in this area, SSC needs additional channels on which to test a recently improved, higher power transmitter and other equipment to achieve the objectives of the Trident Warrior exercise. SSC respectfully requests expedited processing of this application. We request only two frequency assignments in vacant frequencies. SSC is a small business concern, and its primary revenue source is the DARPA contract referenced above. The Trident Warrior exercise was not part of our original XG demonstration plan or contract, but was only recently added. A delay in obtaining the STA would cause a significant hardship since another real-world, maritime demonstration opportunity like Trident Warrior may not arise again before the end of the XG contract. Finally, SSC is taking extraordinary steps to ensure that no harmful interference results from these short-term experiments.

Purpose of Operation
Please explain the purpose of operation:  Demonstrating next generation cognitive radio technology in conjunction with the U.S. Navy's Trident Warrior exercise. This Trident Warrior demonstration, like others that SSC has already conducted, will show that the XG prototype breadboards utilizing “Dynamic Spectrum Sharing” technology are capable of identifying available spectrum pursuant to sharing “rules” provided to the XG radio. These frequencies will be used to test the XG experimental system, which uses an IEEE 802.16 modem (1.75 and 3.5 MHz bandwidths) that can be frequency translated anywhere from 225-600 MHz. These tightly controlled outdoor experiments will be in close proximity to U.S. Naval operations in and around the Norfolk Naval Base and the port of Norfolk, Virginia. Outdoor testing and demonstrations will be conducted in a naval offshore environment aboard Navy vessels and on land at two line-of-site locations. The U.S. Navy hosts Trident Warrior exercises every year to showcase emerging technologies which will improve warfighter readiness.
