Explanation
Please explain in the area below why an STA is necessary:
Shared Spectrum Company (SSC) developed Dynamic Spectrum Access (DSA) radio technology under a Defense Advanced Research Projects Agency project. The Cognitive Radio technology provides for a policy based, spectrum sensing, software system to dynamically assign spectrum and not interfere with legacy users. The approach is to increase spectrum availability and usage dramatically (e.g., an order of magnitude) by dynamically sensing and adapting in frequency, time and space. SSC is presently working on another DARPA project (Fixed Wireless at a Distance) that seeks to increase the range of fixed site base stations and to develop radio technology to extend range with adaptive features to calibrate, self-organize, and optimize distributed aperture operations in situ. This project is fundamental, new research. Combining ALE, beam forming, and frequency agility enabled via DSA exponentially increases the challenges of each problem (neighbor discovery and channel selection) compared to when treated separately. This STA is necessary in order to conduct a demonstration of the developed technology. The technology will be demonstrated in the field at low power levels to show the capability of the technology and the achievement of the project goals. The project contract is issued by AFRL/RIKF USAF, AFMC AIR FORCE RESEARCH LABORATORY 26 ELECTRONIC PARKWAY ROME NY 13441-4514 and is contract number FA8750-12-C-0240 The testing and demonstrations will take place over several days in mid to late February 2013. SSC respectfully requests expedited processing of this application. SSC is a small business concern and its primary revenue source is government contracts. This demonstration period was only recently determined. Finally, SSC will take extraordinary steps to ensure that no harmful interference results from this short-term demonstration.

Purpose of Operation
Please explain the purpose of operation:  This STA is necessary in order to conduct a demonstration of the developed technology under the above referenced DARPA program. The technology will be demonstrated in the field at low power levels to show the capability of the technology and the achievement of the project goals. This demonstration will show a prototype radio system combining ALE, beam forming, and frequency agility enabled via DSA. These frequencies will be used to demonstrate the system, which uses an IEEE 802.16 modem (1.75 MHz bandwidth) that can be frequency translated anywhere from 225 MHz to 512 MHz. These are tightly controlled, low power outdoor tests and demonstrations to exhibit the effectiveness of the developed technology.
