Explanation
Please explain in the area below why an STA is necessary:
Sev1Tech requires the STA to perform localized performance and propagation testing. Sev1Tech seeks approval to broadcast a single 20MHz channel or multiple 5MHz or 10MH channels within the federal spectrum [S-Band 2200 - 2300 MHz and C-Band 4400 - 5000MHz]. Sev1Tech does not currently have an active Federal sponsor who could authorize the broadcast in the reserved bands, but is actively pursuing several projects for which the spectrum and technology will be used.

Purpose of Operation
Please explain the purpose of operation:  Sev1Tech seeks FCC special temporary authority to perform localized performance and propagation testing at its office headquarters. The special temporary authority will be used to test new functionality that will support the efficient utilization of the spectrum and effective system performance through a new network monitoring software. The Woodbridge test procedure is centered on the need to test coverage within an urban and rural environment VA in order to collect test data within a 4 square kilometer region to characterize parameter and threshold requirements as well as receive power levels in the environment. Our radio propagation tool estimates the service level based on a series of educated assumptions provided by our vendor partners and typical operational parameters. Empirical data will help us refine the propagation tool for better analysis and troubleshooting during the implementation and operation phases of any future network solution.
