Sennheiser Electronic Corporation requests this license in order to experiment with a novel form
of entertainment that has possible applications to public safety. Sennheiser plans to produce
“silent festival” performances in which each member of the audience hears performers or
recordings though wireless headphones, allowing both the performers and the audience to be
mobile and interactive throughout a performance space of approximately 100 meters radius.
The space is part of a public area, namely, the Oculus Shopping Mall at the World Trade Center
located in New York City. Vocalists will sing live as they move through the station. The use of
wireless headphones eliminates the need for areawide amplification, delivers a private
experience to each listener, and protects persons in the station who are not part of the audience
from being disturbed. Sennheiser plans to use off-the-shelf FM wireless headphones (Sennheiser
models HDR110 and HDR 120-II) with receiving frequencies 926-928 MHz. The transmitter will
be a professional model SR 3056 or SR 3256 stereo transmitter having a maximum output power
of 100 mW modified to operate at 926-928 MHz. The unmodified versions are certified under
FCC IDs DMOFT30UMB and DMO2SREK3K respectively. Because the modifications for this
project will take the transmitters out of compliance with their certifications, Sennheiser will not
label the modified transmitters with FCC IDs and will not market them. The system to be used in
this experiment has potential applications beyond entertainment, such as translation, guidance
for the disabled, and emergency instructions within a public space.
