Please explain in the area below why an STA is necessary:
We are contracted through DARPA/ATO to build the Marine Airborne ReTransmission System (MARTS) which uses US DoD PRC-117 radios set up to retransmit voice transmissions and extend the effective range of transmissions. This is accomplished through coupling two radios where voice transmissions are recieived on one frequency and transmitted on a second different frequency. The end system will be mounted on an aerostat operating at 3000 feet AGL, but for the purposes of this test we will operate on the ground. Since the PRC 117 radio is a NSA controlled cryptologic devise and battery life is limited, the USMC does not want to install the radios on the aerostat. SAIC has designed a RF to digital interface which is converted to a fiber optic interface where the radios remain on the ground and the amplifier/antennas are mounted on the aerostat. This test is being conducted to verify the full operation of the retransmission system as well as validate predicted ranges.

Purpose of Operation
Please explain the purpose of operation:  Test and development of communications systems for military.
