Mr. Huie,

SAIC has asked me to modify the above referenced application to reduce the number of units
being requested.  This constitutes a request to modify the Narrative Statement in response
to question 7 on the application.


Numbers of Test Units:
Site 1:   100 fixed and 100 mobile with no more than 10 fixed in any demonstration area
Sites 2, 4, and 6:   100 fixed and 100 mobile, each area Sites 3, 5, and 7:  100 fixed,
each area

In addition, SAIC will own and control the demonstration and test units at all times.  In
no case will the units become property of any other entity. This will allow SAIC to
terminate operations should interference occur and to recover all units at the end of the
testing and demonstration programs.
