Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
An STA is sought to test and evaluate, in residential settings, certain devices used with Samsung?s home automation system. The devices to be tested and evaluated communicate with each other over home power lines. While Samsung already has obtained equipment authorization for some of the devices comprising its home automation system, it has not yet obtained equipment authorization for the following devices which are used with the system: (i) Home Gateway; (ii) Power Line Communication Light Switches; (iii) Power Line Communication Outlet Modules; and (iv) Power Line Flexible Multi I/O Controller. Accordingly, an STA is sought to test and evaluate the performance of these devices as used by a limited group of consumer end-users in residential settings prior to seeking FCC equipment authorization. Samsung intends to test, in residential settings, a limited number of home networking systems capable of distributing home automation control commands over home power lines. The home automation features of the system include controlling home lighting, heating and air conditioning, and security systems remotely by means of an Internet connection to the Home Gateway, which in turn sends commands to Power Line Communication Light Switches, Power Line Communication Outlets, and the Power Line Flexible Multi I/O Controller through home power lines. The purpose of testing is to evaluate the performance and usability of the home automation system by consumer end-users in residential settings. Samsung will not receive monetary compensation from the consumers participating in the study and such participants will be informed that certain devices used in the study are granted under experimental authority and their use is strictly temporary.
