                     Carl,

Of course we are pleased to use the frequencies you have proposed. You will notice that I
have loaded your new frequency list into the leftmost column of tabs #2 and #3 of the
attached Excel spreadsheet. Our lament is that we need the most granularity possible to
investigate high—Q phenomena that may exist in our antennas over a rather narrow
bandwidth. If there are additional frequencies you can suggest to fill in the "holes,"
please do.

Best regards,

144—EX—PL—2004 is granted.

For 145—EX—PL—2004, please advise whether or NOT the following frequencies are acceptable:

60 MHz 152.855 MHz
66 154
72 156 .2475
76 157 .45
82 161 .575
88 174
108 180
144 186
148 192
                       | 198
                             204
                             216

Use of above freqs will be subject to prior coordination with Society of Broadcast
Engineers (SBE), which will appear as condition on license.

122.6 MHz is in aviation band and cannot be granted on long term basis. 108 MHz is nearest
we can grant. If it is necessary to transmit in aviation band, we will consider
application for Special Temporary Authority (STA) as need arises on flight test freqs (see
Section 87.303 of FCC rules) .
