EXHIBIT 1 A) No research or experimentation is to be conducted. B) The Inmarsat Terminal is to be used for emergency communications in the event of an oil spill or other disaster that might occur in an area where no other means of communications exists. The system will also be used in tests that will be conducted to test, evaluate, and improve Shell‘s ability to respond to emergency situations.

EXHIBIT 2 This is intended to be a permanent requirement, and will for the useful life of the Inmarsat Standard "A" satellite communications systenm.
