The FCC's International Bureau's Satellite Division has reviewed the subject request and have the
following comments/questions:

We reviewed O3b Limited FCC Satellite Network Grant (Call Sign S2935) and found condition #6 that
stipulate the following:
"O3b Limited’s system operations in the 27.6-28.6 GHz (Earth-to-space) frequency band must comply
with the applicable power flux density requirements in Article 22.5D of the ITU Radio Regulations."

We calculated the power flux density for this experimental request and the value exceed the PFD limit in
RR 22.5D by 18.7 dB.

To comply with the PFD limit in RR 22.5D the EIRP output will need to be reduced by 18.7 dB. Hence the
compliance power level value must be EIRP = 28.3 dBW or 412 Watts (ERP)
