The FCC's International Bureau's Satellite Division has the following comments for you to address:

Applicant has indicated that O3b satellite network will be used in the 27.6-28.4 GHz band. We reviewed
O3b Limited FCC Satellite Network Grant (Call Sign S2935) and found condition #6 that stipulate the
following:

"O3b Limited’s system operations in the 27.6-28.6 GHz (Earth-to-space) frequency band must comply
with the applicable power flux density requirements in Article 22.5D of the ITU Radio Regulations."

1) For operations in the 27.6-28.6 GHz, we will need the applicant to provide an antenna pattern (the
antenna pattern could be calculated) to calculated the power flux density for this experimental earth
station(s) to validate if the limit in RR 22.5D will be met.

For operations in the Ku-band will be conducted with US satellites authorized to communicate in the
bands and non-US licensed satellites included on the
Permitted Space Station List. For licensing under Part 25 (See Section 25.115(k)(1)), we would authorize
operation with satellites on the Permitted Space Station List if the earth station qualifies for routine
processing. Not knowing the characteristics of the experimental earth stations, we can’t determine
whether we would extend this policy to this case or not. So ‘more information will be needed to further
consider this request (see Section 25.115(k)(1) or perhaps obtain a Part 25 STA may be an alternative
approach.


The items indicated above must be submitted before processing can continue on the above referenced
application. Failure to provide the requested information within 30 days of December 01, 2016 may result
in application dismissal pursuant to Section 5.67 and forfeiture of the filing fee pursuant to Section
1.1108.
