July 25, 2013 To Whom It May Concern: References: Army Mobile Instrumented Training System (AMITS) Draft Solicitation RFP Number: STOC II—13—KOL—0008, 11 July 2013, https://bop.peostri.army.mil/sites/bop/default.aspx. The Project Manager Training Devices (PM TRADE) has announced solicitation STOC II—13—KOL—0008 for the AMITS. Part ofthe source selection for this solicitation is a maturity demonstration ofthe proposed radio network. AMITS is a follow—on contract to a programthat has passed Milestone C and is in production. Therefore, the AMITS requirement is for a Commercial—Off—The—Shelf (COTS) radio that may not have obtained a JF 12 designation via the DD 1494 form. The selected radio will submit a DD 1494 formin accordance with the Frequency Allocation—to—Equipment Process after contract award. The demonstrations will occur on or about 7 October 2013, for about two—weeks. Each vendor will demonstrate their network independently. PM TRADE will coordinate the demonstration to ensure no two vendors are transmitting on the same day. Eachradio will transmit for one day. Demonstrations will take place at the Big Oaks Ranch Facility, 1900 Brumley Road, Chuluota, Florida. In coordination with Mr. Edwin Sanchez, Chief, Army Frequency Management Office US&P., we are requesting the Federal Communication Commission grant an experimental license in accordance with the Special Temporary Authority (STA) process to support the AMITS source selection.
