Explanation
Please explain in the area below why an STA is necessary:
Rockwell Collins is testing the commercial Aircraft Communication Addressing and Reporting System (ACARS) and DataLink system on aircraft based at Edwards AFB. The test will last for three days only, with additional time requested prior to the test for internal testing.

Purpose of Operation
Please explain the purpose of operation:  Testing the commercial Aircraft Communication Addressing and Reporting System (ACARS) and DataLink system on aircraft based at Edwards AFB. Rockwell Collins will be communicating to a VDL ARINC network for DataLink testing at Edwards Airforce Base (ACTFAST). The test is being coordinated among Hanscomb AFB, Edwards AFB, and Rockwell Collins. The test will demonstrate the ability to run DataLink communications on military aircraft. Rockwell Collins has obtained license keys from ARINC to access the Data Link system for testing; it will be using an FAA-supplied tail ID for testing purposes so there is no interfere with air traffic control.
