Please explain in the area below why an STA is necessary:
We will be conducting an experiment for United States Special Operations Command (USSOCOM). The purpose of this experiment is to demonstrate innovative technologies such as the situation awareness of RF emitters in the field to various Special Operations Forces (SOF) operators that have the potential to provide enhanced capabilities to SOF warfighters. We will be conducting this experiment for very short duration (4 days) at MUTC (Butlerville), IN site.

Purpose of Operation
Please explain the purpose of operation:  Test and experiment capability of Cognitive networked electronic warfare software system. Test and experiment capability of Cognitive networked electronic warfare software system in detecting, identifying, locating and determining friend/foe/neutral of all RF emitters - VHF PTT Baofeng UV-5R handie-talkie and UHF PTT IC-V82 transcievers present in the field of view. For locating we use QNT L-Band and C-Band transmitters to perform radio frequency direction finding (RFDF) using two sets of QNT L Band / C-Band transmitters, networked via RF, to process geolocation of emitters (handie-talkie) operating in the unlicensed VHF (144-148 MHz) and UHF (462-467 MHz) spectrum. C Band is used for operator (chat) coordination. L-Band 16-channel tuning range: Band 1 = 1763.167 MHz - 1841.833 MHz (1763.167 MHz, 1776.500 MHz, 1789.833 MHz, 1803.166 MHz, 1815.167 MHz, 1828.500 MHz, 1841.833 MHz). Emission designator: 14M6G1D. Can operate in non-frequency (NH) or frequency hopped (FH) on single channel or all the channels. Initial contact is established at 25 watts, and then reduced to the minimum level required to maintain reliable communications, in 2dB steps from full scale to -30 dB (25W down to 25mW). C-Band (4.4 GHz to 4.9 GHz); Emission designator: 18M5F9W; system can operate NH on any single assigned center frequency or FH on any number of assigned center frequency. VHF emitters radiate 7 watts and UHF emitters radiate 4 watts.
