Dear Ms. Sussman,

Taking into consideration the description of the equipment that will be used for exchanging over-the-air test
messages, the Cedar Rapids, IA environment where these tests will take place as well as the characteristics of the test
messages that were described in your letter of October 28, 2014 in addition to the results of testing that we
performed in our VAQ lab on similar equipment in the past, we feel confident that the activity that these tests will
generate will not interfere with the normal traffic exchanged between revenue flight aircraft and the SITA network.
We therefore provide a waiver to Rockwell-Collins to conduct the specified tests until December 31, 2015. This
waiver is renewable for additional one year increments upon receipt from Rockwell-Collins of updated
configuration information prior to the expiry of the current waiver.

The configuration that this refers to is:
Overall S/W revision number:S2.1
CMU (or equivalent) P/N: 822-1239-101, 822-1239-151, 822-1739-xxx, 822-1469-xxx
       corresponding to CMU-900, CMU-400, RIU-400 and RIU-4010
CMU (or equivalent) core S/W P/N: 815-5679-5A6, 091-9156-A10, 091-9424-B02, 091-9169-A04
VHF transceiver P/N: 822-1250-xxx, 822-1287-xxx, 822-1468-xxx
       corresponding to VHF-920, VHF-2100, VHF-4000
