                  Exhibit 1: Description of Research and Experimentation

Rockwell Collins, Inc. respectfully requests the issuance of an experimental license using the
equipment and operating parameters set forth in File No. 0582-EX-PL-2012.

Rockwell Collins provides advanced weather radar solutions for aircraft designed to enhance
situational awareness with weather avoidance information to enable operators to provide safe,
comfortable air transit. The requested authorization will enable Rockwell Collins to continue
development of these solutions at its facilities in Cedar Rapids, IA.

In addition, Rockwell Collins seeks to leverage its existing aircraft weather radar technologies to
develop new, low-cost ground-based weather radar solutions. Such systems could enhance
safety and efficiency in areas where existing higher power weather radar systems do not provide
complete coverage or where no weather radar solutions currently exist, such as remote oil, gas,
or mining operations, secondary airfields, and sporting and other public events that have the
potential to be impacted by local weather phenomena.

Rockwell Collins’ experimental operations at and around its Cedar Rapids facilities will be
limited to activities contemplated under Section 5.3 of the experimental radio service rules,
including development of radio technique, testing and evaluation of equipment, demonstrations
of equipment and technique (including demonstrations to prospective purchasers), and limited
market studies.

Rockwell Collins respectfully requests an initial authorization for a period of 24 months in
support of these efforts.
