                             Exhibit: Description of Experiment
Rockwell Collins, Inc. (Rockwell Collins) respectfully requests a new experimental license to
develop Ku band receive-phased-array antenna technology at its sites in Cedar Rapids, Iowa and
Melbourne, Florida. Rockwell seeks to begin this testing by August 1, 2017.
The objective of the experiment is to demonstrate that a proof of concept receive Ku band phased
array antenna development model functions in an over-the-air environment. The
experimentation will use fixed commercial Satcom Ku band parabolic antennas to for the
transmit side of the link. The testing, which uses the transmission type 8-PSK (phase-shift
keying), will have a pulse duration and repetition rate of up to 100-percent duty cycle.
Successful completion of these tests will prove low profile Ku band antenna technology is a
viable solution for future aircraft-based communications systems. This will expand the
utilization of Ku band phased array antenna technology for these applications.
