                            Description of Proposed Modification
Rockwell Collins, Inc., a part of Collins Aerospace (“Collins”), respectfully requests
modification of its experimental license with call sign WH2XNM to utilize additional
frequencies. This experimental license is used to conduct developmental testing of VHF
Datalink radio equipment in Cedar Rapids, Iowa. The new permanent domestic ATN frequency
is 136.7 MHz, so Collins seeks use of this frequency for continued data link test purposes.
Collins also seeks use of 136.6 MHz and 136.8 MHz as temporary or alternate frequencies for
the same.
The purpose of the testing remains the same: to validate the communication protocols and
formats used by airborne Datalink equipment prior to deployment on actual aircraft. The testing
is critical to allowing Collins to contribute to the development of next-generation avionics
systems that will improve the safety, reliability, and capability of aircraft.
Collins has obtained concurrences from SITA and ASRI for the new requested frequencies.
Those concurrences are attached to this application.
