                                    Statement of Purpose

Rockwell Collins Inc. respectfully submits the following statement of purpose pursuant to 47
C.F.R. § 5.63.

This license is intended to replace the current experiment operating under Special Temporary
Authority, call sign WE9XSR. Rockwell Collins was previously issued an experimental license
with the call sign WD2XBJ that included these parameters. That experiment ended in 2009,
however, and WD2XBJ expired. Due to renewed interest in the experiment, Rockwell Collins
applied for and was granted Special Temporary Authority, under call sign WE9XSR, to begin a
new series of experiments using the same operating parameters as WD2XBJ. The original
statement of purpose for WD2XBJ describing the operating parameters, as well as the answers to
supplemental questions for the same call sign, are attached to this application.

Rockwell Collins has already coordinated with the Federal Aviation Administration for this
experiment. The FAA has provided coordination numbers, which are listed below:
