Rockwell Collins, Inc. Application for Special Temporary Authority File No. 0164-EX-ST-2011 Exhibit 1 Special Temporary Authority Explanation and Purpose of Operation Rockwell Collins Inc. respectfully requests Special Temporary Authority to operate the transmitters described in the application file number referenced above. Rockwell Collins seeks to demonstrate its FlexNet™ radio technology at the 2011 Coalition Warrior Interoperability Demonstration (“CWID”), an annual event directed by the Chairman of the Joint Chiefs of Staff that showcases cutting-edge information technology. Specifically, Rockwell Collins seeks to demonstrate the capability to link the sites in the application using UHF band frequencies, using the FlexNet radio to enable high data rate transmissions between the sites. Special Temporary Authority is required because Rockwell Collins does not hold any existing FCC authorizations that enable transmissions using the operating parameters described in the application at the demonstration sites located at Peterson Air Force Base in Colorado Springs, Colorado. Rockwell Collins will no longer require this STA at the conclusion of the 2011 CWID.
