     Special Temporary Authority Description and Federal Aviation Administration Coordination


Rockwell Collins, Inc. respectfully requests Special Temporary Authority to operate the fixed
transmitters described in the application file number referenced above. Rockwell Collins was previously
issued an experimental license with the call sign WD2XBJ that included these parameters. This
experiment ended in 2009, however, and WD2XBJ has expired. Rockwell Collins now has a need to
begin a new series of experiments using these operating parameters as quickly as possible.

Rockwell Collins has started the coordination process for its new experiments with the Federal Aviation
Administration, and will submit these coordination records in support of a new experimental license
request. In order to meet Rockwell Collins’ immediate experimental requirements, however, the FAA
has recommended that Rockwell Collins first file this request for Special Temporary Authority. The FAA
Spectrum Engineering Services office in Washington DC has confirmed that it will not require additional
coordination for this STA provided that Rockwell Collins operates subject to the same conditions
previously approved for the WD2XBJ license, a copy of which is attached hereto. Any questions

  Subject to the provisions of the Communications Act of 1934, subsequent acts, and treaties, and all
  regulations heretofore or hereafter made by this Commission, and further subject to the conditions
  and requirements set forth in this license, the licensee hereof is hereby authorized to use and operate
  the radio transmitting facilities hereinafter described for radio communications in accordance with the
  program of experimentation described by the licensee in its application for license.

  Special Conditions:
  (1)  Assignment in frequency bands 960-1400, 2700-2900, or 9000-9200 MHz was
       coordinated prior to authorization with the FAA Southern Coordinator, Atlanta, GA.
       Use of frequencies under the authority of this assignment is subject to such further
       coordination with the FAA Southern Coordinator, Atlanta, GA, as necessary to
       ensure compatibility with existing uses.
  (2)  In lieu of frequency tolerance, the occupied bandwidth of the emission shall not
       extend beyond the band limits set forth above.
  (3)  The station identification requirements of Section 5.115 of the Commission's Rules
       are waived.
  (4)  Operation on 1030 MHz is authorized only for the pulse repetition rates of 1 to 52
       pulses per second.
  (5)  Operation on 1030 MHz is authorized only for a pulse duration of 0.8 microseconds.
