Please explain in the area below why an STA is necessary:
An STA is necessary to allow a series of highly accurate HF ionospheric propagation measurements to be made in order to characterize time-varying effects that limit the ability to geolocate uncooperative HF transmitters. The collected RF data is required to develop a parametric channel model that can be used to correct for variability in time of arrival and frequency of arrival for signals associated with near-vertical-incident-skywave (NVIS) communication networks. Current ionospheric sounding systems (e.g., Digisondes) do not provide this unique type of information.

Purpose of Operation
Please explain the purpose of operation:  To make a series of phase-coherent measurements to characterize the temporal variability associated wth NVIS propagation channels. The purpose of this operation is to make a series of phase-coherent measurements to characterize the temporal variability associated wth NVIS propagation channels. The measurements will be made using a low-power (<100W) HF transmitter and a digitizing receiver that are phase locked and have precision time synchroniation through the use of highly accurate GPS time/frequency references. This will provide long-dwell, coherent oblique ionospheric sounding at a single frequency selected to be just below the F2 critical frequency. The transmitter will drive an NVIS antenna with vertical directivity and transmit a phase-coded signal designed to provide very high processing gain, thereby minimizing the required transmitting power. For each measurment trial, a single frequency of operation will need to be selected that is roughly in the range of 75% to 98% of the local critical frequency (foF2). Therefore, a set of authorized frequencies is desired that spans the range from ~4 MHz to ~12 MHz, with approximately 2 frequencies in each 1-MHz segment of this range (~16 frequencies total). Operations are planned for daylight hours and each measurement trial is expected to last less than 30 minutes, with no more than 2-3 trials per day. Trials are expected to occur only a few days per week on a sporadic basis througout the duration of the STA.
