Please explain in the area below why an STA is necessary:
Our research involves measuring and modeling the wireless channel in mobile to mobile vehicular environments in the 700-800 MHz band. Currently this part of the UHF spectrum is licensed for commercial television broadcast. We wish to transmit and receive test signals from moving vehicles in unused UHF channels. Based upon our test location and the stations broadcasting nearby, the tests will be performed in the unused channels of 67 and 68 (788-800 MHz).

Purpose of Operation
Please explain the purpose of operation:  The reallocation of the 700-800 MHz broadcast frequencies has opened up the spectrum to new uses for public safety and possible open access whitespace applications. Vehicular communications will comprise a portion of both public safety and open access traffic in the reallocated spectrum. The vehicular environment presents a number of challenges that must be understood and appropriately managed in order to enable reliable wireless communications. Impairments such as multi-path, frequency selective fading, and short coherence times in vehicular communications are much more severe than fixed point to point broadcast situations. We propose to characterize a 6 MHz channel in the 700-800 MHz spectrum in vehicular environments. The experiments will be conducted in real road and city environments. Test equipment will be placed in a transmit vehicle and a receive vehicle. Measurements will be conducted while moving through a variety of environments and differential GPS will be used to accurately determine location. We cross-link transmitter and receiver logs offline to provide an accurate measurement of vehicle locations and velocities for each transmission. The transmitter will broadcast a signal through a roof mounted omni-directional antenna. The sounding waveform will be generated by laboratory signal generator and passed through a power amplifier to provide 20dBm of power to the antenna. The waveform consists of a maximal-length, pseudorandom (MLS) {±1} bit sequence pre-generated in Matlab and modulated via BPSK. The MLS is 511 bits in length, and is generated at a rate of 6 MHz. In the waveform, the data sequence is followed by a 511-bit null period and repeated. The receiver will collect the waveform with a roof mounted omni-directional antenna and digitize the data using a RF signal analyzer. The data is stored on a laptop for post processing.
