Explanation
Please explain in the area below why an STA is necessary:
The testing required under this STA is requested to meet an accelerated schedule for development and testing of a small satellite program. This is one of the components that must be ready for a launch 11 months out, and work needs to be completed to meet that schedule.

Purpose of Operation
Please explain the purpose of operation:  The purpose of this experiment is to develop and test the ground station network and confirm how that network will operate with the satellites, when the satellites are launched. See details in exhibit attached.
